1990 PLYM Voyager Van has bad trainy..... How much will it cost to replace? New? Used?

Someone just gave me a 1990 Plymouth Voyager Van. It runs. But there's a problem with the transmission. Does anyone have an idea of how much it would cost me to get this fixed? Did they give me a money pit? We are both disable and seriously need some type of vehicle to get us to the supermarket and back. Should we try to get it fixed or give it back. Plus... Doesn't it have to p emissions before we can get it registered? We have off street parking and unlicensed vehicle could lead to some tickets.... Help?
