Who is this G*Y "Fred" guy on Youtube?

I checked out the video just now. Overall, I thought the video was funny. The song & dancing towards the beginning was a little cheesy, but the video itself was pretty funny. And no he doesnt sound like he's gay. He just sounds like a person would if they were speeding through a recording & doing a character impersonation. The video made me laugh.
